How do you fix configuration of usb on computer

IP address is wrong all of a sudden how do I fix as internet provider tried on their end as I followed instructions to do what they called hard restore. Dell says usb needs reconfiguration at 130.00 I don't have.
Needs to be an easier way??

Boot from windows CD & repair Install the OS.
