I cracked the screen on my laptop and am using a LCD monitor as a display. It worked fine for a while, but now when I turn the computer on, I can see the start-up sequence but not the desktop. If I start the computer in safe mode I can see the desktop but of course I have no idea how to change the display settings.

Q: Is there a way to change the display settings from safe mode (with networking), so that I can see my external monitor?

There's a problem with some driver. Erase the current drive, use Driver Sweeper, then reinstall it. That should work.
