Motherboard won't post?

what does it mean when a board won't post? and where is the best place to buy ram, a case and motherboard?

when a board wont post, that means that nothing, including the bios diagnostic/info text, shows up aka DEAD PC...

Mobo doesnt post , doesnt it even make the heatsink to spin ?
