Check your motherboard manual. It should automatically disable when you put the new card in. Does the fan on the new card spin?

Do you know how to get in the BIOS screen? In that screen you must find something like "integrated peripherals" and you find the onboard video and disable it from there. Then save and restart.

Right click My Computer on your desk top, select properties, select hardware, and then select device manager. You should see a list of all your hardware. Find the on board video and right click, go to properties and select disable device. Now find the graphics card and right click, go to properties and select enable device. If you get a prompt to restart your computer, just go with it.

You just said it, ^ "Initial Display" is what you are looking for.
Here is what you do.
Take out the PCIe card, and hook the onboard display again.
Enter Windows, and uninstall the drivers for the onboard, installing the standard Windows VGA drivers.
Restart and enter the BIOS, now look for that "initial display" display setting, it should have several choices, choose "auto" or PCI device first.
Shutdown, install the new card, hook it up, and boot.
Do not mess with stuff in your device manager, that will only add confusion and problems to your delimma. The only thing you want to do in Windows is uninstall the drivers for the onboard graphics, that is ALL. Then, once you get the new card going, you can install the drivers for it.

You want PCIEx. However, it sounds like the graphics card could be defective.

Shut down your PC, take out the battery (below to the right in your first pic, looks like a dime) from your mobo - it has a clip, put it back again and go from there.
