Changed fans and my temperate increased ~10 deg C

My cpu cooler is the Titan Fenrir EVO CPU Cooler. I was using the default fan (stated: 66.5 CFM ,35db, 2200rpm)
A few days ago that broke quite violently (not really sure how, one of the blades broke) and it made the cooler shake quite a bit.

I've now replaced replaced the fan with an AKASA Viper Fan (stated: 83.63 cfm , 29db , 1900rpm - only hitting a max of 1795rpm ) and the computer is running on average ~10deg hotter when OC'd to 4ghz (80-82 max instead of 68-69 max).

From reading, the Akasa should of at least kept temperatures the same.

Am I missing something? Otherwise I Guess I'll be order some new thermal paste and trying to reseat the cooler.

I no a little about computers (I built it etc) but would reseating need me to apply more thermal paste?
