Hi, I'm a first time buyer for PC's. My brother dealt with it before, so am a noob really. I want to know if what I've got listed below is a decant system. I want it for movies, day to day use but also want to play games. Not a huge amount, pretty much only Civilations 4, Oblivion and Fallout 3. Will what I have listed be enough to play these games at a mid specs? If not what would you recommend. I'm looking to spend a max of €500 or about $700ish.
I would reccomend the ATI HD 4870 to anyone.
It's very powerfull and it's worth the few extra dollars you pay but still not too expensive.

The memory you have chosen is fine but with $700 to spend I would get 4GB.
BTW, if you are spending that much to buy a pre-built system, shop somewhere else it's not a good deal.
Also, If you found those parts on the internet you need to shop around a bit better. Go to google.com and click shopping to buy the parts, if you don't want parts but you do want a prebuilt system try different places.
This is just my personal opinion about gaming on a PC. In the past I have played a bunch of games on my PC and encountered a bunch of problems, even when I had more than the minimum system requirements my games would not always run. I got tired of constantly upgrading my PC so that I could play some new game. You mentioned Oblivion and Fallout 3, both resources intensive; however, I have read that Oblivion only supports a dozen or so cards and if you have something outside this list it may not run.
If you want to play games I would recommend buying an Xbox 360 or a PS3 both good consoles.
As far as the PC build, I agree with Dark Lord. One other link I would like to add whom I have dealt with in the past.
Well I really don't mind about Oblivion or Fallout, more so want Civilizations 4.
But anyway how is this graphics card;

Go with Dark Lord's suggestions. The 9600 is a mediocre card and isn't a gaming card remotely.
Also, I've been gaming on PCs for years and never have problems with it. You can upgrade PCs relatively cheap and instead of having to buy an entirely new console, I can just upgrade the outdated parts. It's much cheaper, and PC gaming is far superior to console gaming. Oblivion on xbox 360 compared to PC is crap.

Go with what Dark Lord said, though I have a few things to add:
The 9600gt is actually not a crap card. It can play Oblivion and Fallout 3 max at 1280*1024. Just try to get the GDDR3 version as the DDR2 9600gt is just plain neutered. At the US you can get it for about $80 so it's almost half as expensive as the 4870. However, 4870 is really the plain better choice. If you can afford alittle extra go for that.
You can do waaaaaay better than a Celeron. If this is a new build, go with a Phenom II 720, it's a tri core proc. Tests done here (tom's hardware) generally conclude a tri core is optimal (price vs performance) for games. A Phenom II 720 + a new mobo is only about $250 here in the US.
And remember to get a power supply that can support your graphics card (6 pin power connecters)
