I will be opening a new business in the west of Ireland next year - I plan to have 15 staff in a new office within 12 months. I am clueless as to where to start when it comes to building a computer network, identifying server / capacity needs, telecomms and IT security issues etc.

Can anyone advise where I start? Perhaps recommend an IT support firm in the UK / Ireland who can get me up and running?

You'd probably want to hire someone to help you with this. There's a lot of configuring to do, and likely involves expensive equipment like routers/switches/firewalls, etc. I could do it myself given i had the resources, but its not something you can really teach someone on a forum, especially with such vague information.
