Recovery without a recovery disc?

My Asus Eee netbook is completely messed up. After trying everything else, I've decided that I want to reload Windows. It has a genuine version of Windows XP on it, and the COA has the Product Key. Unfortunately the recovery partition doesn't work and Asus wants to charge me for recovery discs. Is there any other way I can do this? Is there a way to legally download Windows XP discs and use my product key I already have?
