DVD Drive Not Working (Code 19)

I hope some of you can help as im a little bit stuck with this one.

My vaio laptop recently broke and was taken to a shop where they put a new hard drive in and a new copy of windows vista but now my vaio dvd drive is not recognized (it has a explanation mark on it in hardware list) i tried to remove it and the drivers but it says code 19 error. When i put a dvd/cd in the drive i can hear it wizz up, it is recognized by windows as it is on the list and is also the correct one.

Any ideas on how to fix this would be of great help.

Make the shop load the proper drivers, its their job after a reinstall of Windows.

Check if there is a bios update for the laptop.
