ATI Radeon HD 3200 graphics and CS 1.6

Hi,Ive had my HP laptop for a little over a year now and before now have not had any problems playing Counterstrike 1.6.I used to be able to play fairly well with 40-70 FPS. Recently my FPS has been tanking to 4-20FPS!Ive went so far as to reboot my entire computer with no better result.Ive noticed that my computer generates alot of noise(Overheating?) When this occurs.
If anyone can help me it would be greatly appreciated. If you know CS 1.6 then you know it doesnt take much to run it so i want to know why this problem has started...and persisted even after a reboot

It usually starts out fine, then 5-10 minutes into the game the problems begins.
