There are several free disk copy softwares online. The new drive can be made bootable if you chose that option when cloning. I have not used the software at the link below but a google search will turn up the freeware that exists for drive cloning.

If you just wanted to copy files you could do xcopy or robocopy, or windows drag and drop.
But you said you wanted to keep it bootable. If you want to copy the OS and everything then you need to "clone" your drive, as mentioned by "beenthere" above. There are lots of free and commercial programs that will clone a hard drive. One of the most popular is Acronis Truimage.
