I am gonna be using the Hyper 212 EVO and the HAF 922 Case (and the fans that come with the case, so no replacement fans) for this configuration. What is a good set of fans to clip on the EVO for Pull/Push? What set-up would you suggest? Also, what is a good fan controller? I want the fans to have good airflow, relatively low noise, and be under $50 total, give or take $10.

They are pretty good. Also check out thermalright.

I suggest having slightly positive pressure.
