Well i was installing a new hard dirve and it didn't recognize it so i powered down and changed the pin setting on the hard drive, then restarted the pc and it wouldn't do anything but power everything up and the monitor stayed black no idea whats going on iam pretty sure all the cables are connected correctly, any idea's?

Make sure the video card is attached securely to the mobo(assuming you have a video card) and make sure the DVI or VGA cable is conected on both ends.

Its pretty hard to put things in wrong as most things will only fit one way unless you force them.

Well normally when its started it will do that little beep noise and go to a black screen showing all the hardware but it doesn't even do that beep now.
