I only have a 400W Psu And i would like to know what the best graphics card i can get with it
my friend said i can get a 9800Gt

Didn't you already post twice about this same thing?
First it was the 9500 GT, after the 9600 GT, and now the 9800 GT. Come on. We already told you to get the ATI 5750 which is better than anything you or your 'friend' suggested. If that card is too expensive try the ATI 4770. That is also better than your suggestions.

Google is your friend. Consult with Nvidia for the recommended PSU requirements for that particular class of GPU and go online to find a power estimator to determine what you're pulling. After doing those two things I'm sure you'll have a much clearer idea of what will and won't work for you.
