Safely disconnect a USB-powered hard drive in Windows 7

I have a Hitachi SimpleDrive Mini that I use between my PS3 and PC, and when I click disconnect USB device in Windows 7, is says it's safe to remove, but the hard drive continues to spin. The drive is powered from the USB, so there's no switch. I'm wondering if there's a way to turn off power to the USB drive before disconnecting it. I'll look in the BIOS for anything (motherboard is ASUS M4A88TD-V Evo), but a setting in Windows or a 3rd party program would be great too.

Just hibernate before you pull the drive out if you are worry.
