Help Explaining Timings

I was wondering if someone could explain RAM timings to me in a little detail. Things like how it relates to your computer's performance and your processor.
or maybe someone could just point me in the direction of a good article. I was trying google, but most articles leave me a little confused. I know that "tighter timings" are better, but how much better from a value stand point (such as this 7-7-7-28 ddr3 RAM or this similar memory)
