Can you tell me how to do this?

I have 2 seperate harddisk, first is XP (Fat) and second
is Win98 (Fat), how to do multi booting?

I have modify the boot.ini file.

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft
Windows XP Home Edition" /fastdetect
multi(0)disk(0)rdisk(1)partition(1)\WINDOWS="Microsoft
Windows 98" /fastdetect

but it say \System32\hal.dll file is missing.

Thank you.

If you have two separate drives with Win98 and WinXP in order to
accomplish a dual boot you will have
to have both drives connected and do a Repair Install of WinXP.
