I5 RAM and Motherboard

I am thinking about upgrading my computer to an i5 processor. I have been looking around to find the chip, a motherboard, and 4gb of ddr3 ram for around 400 bucks since i am on quite the budget. So far I have:

However, i heard that running RAM above 1.5V could damage the CPU. Any legitimacy?
Anyway, any suggestions on better parts or how to make it cheaper would be very appreciated. Thanks
