What's the best case fan configuratrion out of the 2 options?

Which of the 2 configurations would be optimal?

Config #1 : fan is mounted on the front of the case

Config #2 : fan is mounted on the rear of the case

I personally believe configuration 1 is better. Have an intake versus relying on negative pressure.

Push in, pull out.

But the PSU fan is not a true exhaust fan.

Buy another fan and do both!

Else, go with rear out.

Yes the PSU fan should not be considered an exhaust for the rest of the system even though it does receive some of that heat. It's main purpose is to keep the PSU components cool. That's why it is always best to have a rear fan, and even a rear/top ran if your case has that option.

It also depends on what you run inside. If it is a low powered rig, a rear fan is usually sufficient. One high powered CPU and graphics card can get away with one front and one rear. And a dual card rig really needs three fans.

Of course, too many fans will never hurt anything as long as the air flow is from lower front intake to top and/or rear exhaust.

Config #2.
Ideally you want 2 case fans if you have the mount positions for them.
Front intake and rear exhaust.
Let the psu cool itself instead of everything else in your case.
