Weird transponder problem

So I just moved into a new place and was all excited to hook up my Tivo
Receiver with DirecTV. Tuned it to transponder one and got a really
strong signal (high 90's). I checked transponder 4 as where I live in
Canada (east Coast) I wasn't getting any signal on it before (high 90's
as well). Feeling pretty confident I bolted down the dish and tightened
everything.

This is where things get weird. I started checking the other
transponders and everything was high 90's til I got to transponder
17...no signal..all the way up to transponder 32. Suspecting maybe the
cable or lnb I tried another dish/lnb and cable (this was an 18inch
round as the first one was a large oval starchoice dish). Same results.
No signal from transponders 17-32. Hooked up an old RCA 4th gen
receiver I hate to confirm it wasn't a problem with my Tivo receiver
and still no signal on the top transponders. I'm at a loss as to what
could be the problem here?
