Seagate 160 gb drive won\'t format past 48%

I am trying to install windows on a seagate 160gb drive. The bios recognizes the drive and I have created a partition on it, but when I try to do a full format it stops at 48% and then says it can't be formated

What version of Windows are you running? Some versions of XP have a boot partition limitation of about 128GB.\

If this is not the case, then it is likely the drive is bad.
