The build will work as-is, but there are a couple changes I would make. First, I would get this cooler instead since it will cool better and is cheaper:

COOLER MASTER Hyper 212 Plus Intel Core i5 & Intel Core i7 compatible RR-B10-212P-GP 120mm "heatpipe direct contact" Long life sleeve CPU Cooler - Retail $29.99

I wouldn't get an IDE DVD-ROM drive. For $10 more you can get a SATA DVD burner.

I don't trust Seagate drives any more. I would get the Samsung F3 for the same price.
