I read that your GPU will realistically never hit 100% load.

If this is the case, how do you gauge how high of an OC to put onto your video card without it being too hot?

I am using an Powercolor HD 6950 2GB if the answer is card specific.

Thanks.

We use the term Underload specifically just because of that realistic 100% unattainable thing. The OC is limited, it is not infinite so there is already a limit on the OC capability of the card. When the ccard is not being used, that is in it's idle state the temps should be in the range of 35 to 45C .... because of ambient temps that is considered as normal even for an OC'ed card, the highest the card should touch would be in the range of 70-75C but not advisable for long periods of time. The safe sector is 60-67C , inclusive of an OC'ed card.
