What is TIVO Publisher?

Looking at posts in the TIVO forum, a fix starts with "open the TIVO
Publisher". I don't seem to have it.
I do have the TIVO Desktop which allows me to publish photos and music
and to check the server.
I find that the server is slow and fails intermittently. Today it
closed completely and I had to restart it. When it's working I can get
the photos and show them just fine.
I run XP SP2, and the TIVO is on a wired connection to my wireless
router. TIVO software is 7.1. BTW - I see no way to add the TIVO to my
local network, but it connects to TIVO.com etc with no problem.
