Does not boot off cd and cannot access to bios

Hello,
while formatting the computer using win xp cd , after 4 pernents of formatting , I did a cold boot . after that when I start it up there is just a screen of hp and it says press esc key for startup menu.
There is no response of the laptop while pressing any keys on the keyboard. Cannot even access the bios.

This does not surprise me - Why boot while a format is in progress ?
Depending on what computer you have there may be a PFkey assignment to restore to factory settings.
