Quiet and eficient cooler

OK i'm building a new high end pc and i'm concsious about the noise. Please recommend me a cpu cooler which performs really well and is quiet. Noctua DH-14 is out of the question, since i cannot get it in my country. Does Zalman cnps10 quiet a good solution?

i haven't built a cpu yet, but my cap on the overall cost is quite high. What do you think about cnps10x vs noctua nh-d14?

D-14 = Dual towers and fans.
