FAILED TO CREATE GAMEEXPLORE OBJECT

I get the message FAILED TO CREATE GAME EXPLORER OBJECT when i try to start BIOSHOCK. I have windows office 2008 rc2. I know that my OS is the problem, how do I fix this?

Do a repair or reinstall of windows. I used the xp "windows restore" feature recently and it worked great.
