Laptop to Tv

Hi,
I've got a toshiba satelite and i'm trying to hook it up to my TV...but when i hook it up the TV show's computerish stuff but it shakes, is black and white, and is fuzzy. Like when you don't have cable and you try watching a channel that you don't have. I'm confused. I got everything i need. Please give me some ideas. Thanks!

Well i did this before with the same kind of graphics card from my PC and i didn't have any problems. I got my laptop and tried hooking it it...and as i said it looks like a channel that has no signal...but you can tell that it shows the desktop...just really badly. And that's actually the way it looks on all the TV's. So i'm thinking it has something to do with the ATI setup program...i don't know. So yeah, i'm pretty much confused.
