New motherboard bad?

Hello,
I upgraded my system recently and now I am having problems with it restarting when I first turn it on. After it restarts it will run fine. I may get random windows application has stopped working errors first then the shut down. I have a ASROCK M3A770DE motherboard with 2 x 2GB GSKILL DDR3 1600 memory. F3-12800CL9D-4GBNQ The asrock website says this memory is compatable. Is this maybe bad memory? bad Mobo? or a vista problem?

One more thing i should mention. I replaced my PSU with a new 680 watt one. I also get no errors or shut downs when I use ASrock's instant boot feature. I first thought it was a low wattage issue when first booting from a cold state. I ran windows memory test and got no errors. I have not tried memtest though. I'll give that a try. And thank you for your replies.
