Jumpy screen, out of control mouse

Hello,
my computer screen has been jumping up & down. especially after using the mouse, or while i'm using the mouse, also while trying to scroll up/down. another thing, my mouse is gliding alot faster than my aarrow. it's like i have to chase my aarrow down/or vise-versa. it doesn't move in tandem is what i'm trying to say. anyone know how to help me out?

I would say, try a new mouse.
