I have The Sims version 1

I don't understand the relationship between "The Sims Creator" and "Create
a Sim" (Create a Family). I have tried both and know how to use them, but I
don't understand what is actually happening.

Does the Sims Creator actually create a totally new Sim, or does it just
modify an existing library Sim.
