Purchasing a Notebook

I am looking to buy an ASUS notebook and the CPU is a Intel® Core™2 Duo Processor SU7300 : 1.3 GHz

Does it matter that the GHZ is relative low at 1.3 and not at the higher end at 2.5?

Hello and welcome to the forums
SU7300 is mostly used in netbooks and low inch laptops so it is not very fast compared to higher end C2D models,but it has a great battery life.
By 2.5 i think you mean C2D P8700,if so then its significantly faster than a U7300

If u just want to work with document or watching video or something and not gaming at all then it's okay...

For us to answer that question we need to know what you are planning on doing with the notebook. For some uses it will be very important, for others it could make little to no different.
