4850 stuttering every second

This happened on Call of Duty 4 and DiRT to but i gave up then ...

Now it is happening again with Dragon Age.

Every second of gameplay stutters, all i see is 0.8sec of game then it freezes 0.2sec....and so on. The gameplay continues in that 0.2 freeze time so its not the game or a complete freeze. Doing continuous 360" degrees around my character clearly shows sudden freezes each second.

I cant tell if my fps drop in that 0.2sec interval cause fraps numbers freeze too in the upper right corner where i keep them.The whole screen freezes but the game keeps playing, no sound loop or anything, cutscenes do this too but everything else works flawlessly. What i can say is that after those 0.2sec of freeze time fraps seems to loose 1 fps, maybe more but like i said whole screen freezes so i cant tell.

I`ll come back with a 30sec Fraps benchmark,min avg max fps and frametimes .

My pc:

Athlon II x2 240 3.2Ghz
His iceq 4850
PSU Thermaltake 450W
1x4Gb Corsair 667

all new drivers, tested with old ones to no results. No bad temps.

did test, no sudden fps drops .
