I am using a asus x58 premium motherboard with corsair 1600mhz ddr3, but on cpu-z it shows the frequency at 800mhz. I tried manually setting it but it didnt work. Although on Cpu-Z if you add up each JEDEC it comes up to 1600 but it says 800 in the last collumn. Thanks for any help

If your DRAM Frequency is at 800MHz, then that's fine, because:
DDR = Double Data Rate
800MHz X2 = 1600MHz
You're already running at 1600mhz. Refer to the above computation for the proof.
