Motherboard Power

Just installed a new motherboard and am having power issues. As soon as I power up the system nothing happens except for a small squeek from the cpu fan. PSU is good because it will power up the older board. I took the new board to the local Grumpy old Computer guy and he was able to get the fan to spin and bios to load. However he refuses to tell me how he did it without charging me. After leaving I reinstalled the motherboard and everything powers up. I go through bios settings and save and exit...windows loads. I shut down and try and restart system....nothing but the squeek again, no fan spin...nothing. Motherboard is an ECS K8m800-m2 running AMD 64 +3000 socket 754. Any ideas would be greatly appreciated
