im buying g31m-es2l and it has pcie 1.0 . will i notice a decrease in performance with pcie 1.0 as compared to pcie 2.0 mobo?

No. A 9600gt will not even come close to maxing out PCI Express 1.0.

only cards that are limited are gtx295,4870x2
