4.4ghz in CPU-Z & others but Windows?

I just put together a new build and am in the process of overclocking my 2700k. In every utility I have, Eleet, CPU-Z, real temp ect... it reads 4.4 or 4.39 to be exact. But when I pull up system info window in windows 7 it reads 3.50 @3.49 3.50 is stock and I have Intel speed step diabled in bios which seemed to be the issue for some when I googled this.

I had a Q6600 stock 2.40Ghz OCed at 3.15 and system info displayed just that. I am very confident that my settings in bios are correct unless I'm missing something. Using a evga Z68 board. Any thoughts on this phenomenon? Thanx

windows system info is a little funny, i would just ignore it, go by cpu-z is displaying.

my current system is a phenom 2 960t oc'ed to 4ghz yet windows shows it at 3.5ghz lol.

That's what I'm probably going to have to do but it's odd to me since it displayed accurately with my other build.
