i assume its not a big brand computer such as dell, hp, compaq because they lock the bios settings to overclock

Much too little information. We need to know a lot more about the system.

Considering its a P4, you might as well just dump it and find a new system. Even the cheap low end $299 dells and things are walmart are more powerful then that CPU.
