AMD Phenom X4 925 (Factory Underclocked?)

I recently bought an HP desktop with phenom X4. I tried for overclocking when I noticed CPUZ and Clockgen said my core were clocked at 900mhz instead of 2.8. I'm still wondering why. The processor really seems slow for a quadcore but not 900mhz slow. Anyone have an idea?

cool'n'quiet will drop the multiplier down to 4x normally to give you an 800MHz clock speed, put it underload and it should kick up to full speed.
