I have a Compac Presario CQ60 Notebook PC and i would like to know if i can upgrade my processor - AMD Sempron(tm) SI-40 2.00GHZ, if you can help it would be appreciated. Thank you.

you need to give us more info on how old the laptop is and a longer model number

however, it isn't recommended to upgrade a processor on a laptop

Well it isn't that we dont recommend it (unless its under warranty). it's more of the fact that most laptops dont take to kindly to a new cpu.

Mainly, laptop maker dont update the bios to aloud newer cpu's to be used. Which means if your wanting to upgrade, you'll be force to get a faster version of the cpu you had.
