Add/Remove Programs: How to delete non-existant programs?

Sometimes I check Add/Remove Programs in Control Panel and notice stuff I no longer use. So I click the Remove button. But its already gone. Perhaps it was removed manually before. Anyway, is there a way of removing it from the Add/Remove Program list? Something is telling the program that its there when it isn't.

I should mention I used this Microsoft guide which is quite clear but I don't see my program in the Registry Editor.

What I'm not clear on is are all these program a list of everything that was deleted from Add/Remove Programs before? Is there any reason they need to be there at all? Could I just remove them all since they were uninstalled before?
