I am looking at building or replacing my father's computer. He just surfs the net and watches some streaming video, no gaming, video editing etc. I am very tempted to just get a low-midrange box computer, but here is the catch. He uses his 42 LCD tv for a monitor, that is not negotiable.

My question is, would it be better to get a low end windows 7 64 bit computer and then add the video card, or just build one for a few sheckles more, but lose the tech support etc. I cannot always be his tech support guy. Also, which Video card should I get minimum to power the TV properly? I mean i know a gtx 285 or 5770 would work, but cost is an issue.
