I guess I am a little confused. I thought that in order to power a 42" screen an additional GC, other than onboard would be needed.

As for the gpu, for watching videos and surfing the net, you should be fine with the onboard. If you decide to try blu-ray at some point, however, you will want a discrete card; this one would do nicely for $55

Processor sucks..but the monitor is worth half the price.

Not only will the graphics and the cpu of build's recommended setup have more power, he will have a faster HDD (unless dell uses samsung, and last time I checked they don't) and more power for upgrades (dell uses the lowest powered psu for their builds). Also, he doesn't need a monitor.
If he were to change his mind, however, and decide that he would like a monitor, I highly recommend he get a discrete gpu to add to the dell build (the one I linked earlier would work just fine).
