Not only will the graphics and the cpu of build's recommended setup have more power, he will have a faster HDD (unless dell uses samsung, and last time I checked they don't) and more power for upgrades (dell uses the lowest powered psu for their builds). Also, he doesn't need a monitor.
If he were to change his mind, however, and decide that he would like a monitor, I highly recommend he get a discrete gpu to add to the dell build (the one I linked earlier would work just fine).
