Bios settings AMD Phenom II 965 Proccessor

have a AUSA M4N68T-M V2 motherboard with a black ed. AMD Phenom II X 965 and using CPU -Z program
I can NOT get my core speed over 803.7 MHZ after loading windows.
The multiplier stablizes at X 4.0 . At times it will raise to X 11.0 for a second the go back to 4.0
The pc seems to run slow
What would be the settingg in the Bios for the processor to run at 3.4 gig.

In windows change your power settings to high performance= Right click desktop screen--->click personalize--->click screensaver--->click change power setting--->click high performance....or in BIOS disable cool-n-quiet...viola
