960T help.. I'm Super Confused

Alright guys so be ready to read a butt load of MB settings. So my problem is my Vcore, what ever i set it at in BIOS it never corresponds to the reading the bios H/W Monitor shows me for instance when i set the Vcore to 1.3 H/W monitor says 1.368 and when i set it at 1.3625 i get 1.432. so then i set it at 1.25 and i got 1.312 to see if that would make it go lover that 1.36. So my question is what the hell is going on?? and what do i need to do to stop it so i can OC my cpu? now for the MB settings here is everything i thought might be of relevance to overclocking, let me know if there is anything else you need to know.

OC Mode: Manuel
Spread Spectrum: Disabled
Asrock UCC: Enabled ( have it at 6 cores during this)
CPU Active Core Control: Disabled
AMD Turbo Core Technology: Disabled
AMD IO C-State Support: Enabled

so right now i set the voltage back to auto but these were the settings when is was in manuel

CPU Frequency Multiplier: x15 3000MHz
CPU Voltage:1.3= 1.3625, 1.625=1.432 in H/W monitor
NB Frequency Multiplier: x10 2000MHz
HT Bus Speed: Auto
HT Bus Width: 16 Bit
CPU Load-Line Calibration: Disabled
DRAM Voltage: Auto (using 1.5v ram http://www.newegg.com/Product/Product.aspx?Item=N82E168...)
NB Voltage: Auto
HT Voltage: Auto
CPU VDDA Voltage: Auto
PCIE VDDA Voltage: Auto

Cool' n' Quiet: Disabled
Secure Virtual Machine: Enabled
Enhanced Halt State (C1E): Disabled
CPU Thermal Throttle: Disabled

oh and did i mention I'm using a 960T with a Asrock 970 Extreme 3 http://www.newegg.com/Product/Product.aspx?Item=N82E168... . so if you have any advice for me please speak up as you most likely have more experience with this than me.

Don't know why i didn't think of this earlier but would just setting to vcore a lot lower like i said i did work? or would it cause stability issues?

so i changed my vcore to 1.225 said 1.2-1.30 in H/W monitor and no boot so i upped it to 1.25 and what do you know it booted H/W monitor says 1.304-1.312. so i know i should see if its stable at this voltage but what should i use? Prime95?

yes id use prime 95 for atleast 2 hours just keep a close eye on your temps

Enable CPU LLC to Auto..It'll keep your voltage more in your parameters...Never put your voltage over 1.55v ever

Mostly all boards will vary the voltage somewhat from BIOS to actual while in the OS enviroment as the voltage is dynamic i.e. fluctuates slightly when performing processes
