I currently have 5M down and 1M up but when I check my connection speeds i'm only running at .5% or less can someone tell me what I need to do to increase the networking speed?

What are your transfer rates? 25 kbps down and 5 kbps up? That's slower than a 56K modem. You should contact your ISP and have them investigate why it's that slow.

Try resetting all of you routers, modems, and computers

 

How are you connected? If Wireless poor signal strength can lower your speeds

 

Some other device on your network maybe using bandwidth as well.
