Does anyone know if the multiplier is locked on the new i3 540?

Yes. Only the Extreme Intel CPUs have a unlocked multiplier.

Why are you worried about unlocked multiplier. You dont need that to overclock the hell out of it.

yea thats exactly what I was wondering. I'm new to over clocking and just trying to figure out how to go about it. I guess the only option then is to increase the FSB. How does that affect the GPU and can it be disabled when I buy a Video card?
