I just built/assembled Intel DX48BT2 based system with QX9770 processor, Kingston KVR1333D3N9K2/4G modules, IDE CD/DVD drive and a SATA HD. So far, I have not been able to go through boot up sequence once! I can get to BIOS setup and see that everything has been identified correctly there; however, in every attempt to get through boot up, system freezes right after first Intel logo screen with a small “E7” message at bottom right side of the black screen. I have tried almost every BIOS setup thing that I have read in the net with no effect to my error. Is there something simple that I am not seeing here?

Are you sure you have set everything manually in BIOS ? (Such as HDD/RAM configuration)
If it didn't help,try booting up with default BIOS settings
