I worked on it all morning and figured out how it was done. So here you go.
My first file for it. And yes, I forgot to add a bed :D But I'm giving you
full instructions on how to do your own.

Download it at my Yahoo3 group here:

http://games.groups.yahoo.com/group/carrigons_sims2_creations_3

Community Lot Objects:

Unzip this file and place it in the Documents/Sims2/Collections folder. Go
to a community lot. Go to buy mode. Click the collections folder. Click
on Carrigon2. Buy the objects as you normally would and save your lot.

This collection was modified with SimPe.

What's in this collection:

The game simulator
compact stereo
Moneywell computer
painting easel
piano
Farstar telescope
coffeemaker
Expresso machine
expensive bar
buffet
Dynasty armoire
expensive desk
wood chair
French country counter
Alienware pc (if you don't have this download, I don't think it will show
up.)
Large screen tv
table phone

To make your own custom collection:

Make a new collection in buy mode from a home lot. Save and exit your game.
Load up SimPe. Find your collection. You can find it by opening the
collections and looking at the text lists in Plugin View. It will show the
name of the collection. Just open the collections until you find yours.
Once you have the right file, click collection, look at it in Plugin View.
Go to the last line. It will say type, dtstring. In the value, change it
to communitylotcollection. Click commit. Go to file, save. That's it.
Exit SimPe. Load up your game. Go to a community lot. Go to buy mode.
Click collections. You new collection should be in there.

I had a look at this in SimPe and I think I've figured out the
components. Scary to think what you could put in these things:

BINX -> sortindex (0 to n - 4 bytes) of objects
COLL -> .type = communitylotcollection
DCFL -> dir stuff
PALT -> starting with the second file, contain object idents (see OBJD in
objects.package)
STR# -> name of collection
JPG -> thumbnail (actually a .tga image - not .jpg)
