I have built a few PC's in the past, way back in the day, and never had any problems. Since I have been out of the loop for a while I would like opinions on the following economy setup.

I plan to upgrade the RAM to 8gb and add a HD the following month. After that I'd like to add a GPU similar to an ATI 5000 series and a Bluray player/burner. I figure I can always upgrade the PSU if needed. My biggest question is DDR2 vs DDR3. All thoughts and opinions appreciated.

DDR3's performance boost isn't all that significant; you're better off saving money by getting DDR2 sticks.

Yeah, I didn't see much more than a 10% increase in performance from the research I did, and the $200 I save will pay for about half of my video card.
